(Backshift is standard, but if the fact is still true, "is" can be used.)

The historian said that the Sepoy Mutiny had taken place in 1857.
(Backshift: "took" → "had taken.")

David said that he could do that work.

8. Sita said to her mother, “I have passed the exam.”
Sita told her mother that she had passed the exam.

Sam said that his mother was sleeping.
